Is it true that if you experiment with a guy, meaning he puts it in you (with a condom) but he doesn't get off by it, neither do you, can you get pregnant?

Whether a guy does or does not ejaculate (cum/get off), if he is using a condom correctly, it doesn't matter - his semen or pre-lubricating fluid (pre-cum) wont enter into your vagina, and you wont become pregnant.
If he didn't use a condom, then whether he ejaculated or not, you can still become pregnant if his penis entered your vagina - BECAUSE guys release a little bit of fluid, pre-lubricating fluid (pre-cum) long before he ejaculates, or even if he doesn't ejaculate. The pre-lubricating fluid can contain sperm, so a pregnancy can occur. (Not to mention the risk of sexually transmitted infections!)
